Study On The Housing Problem And Countermeasure For "Sandwich Stratum"

Since the housing marketization in China, at the same time the real estate prices also continue to rise, more and more people can't afford the cost of the housing, even the rent, so the government begins to increase the investment of indemnificatory housing.But whether Low-rent Housing or Affordable Housing is helpful to low-income populations, while the huge moderate-income groups who can't afford high commodity prices are pushed to the market. These people are called"Sandwich Stratum", they are in two-sided pincer attack, so on one hand their lives are not easy as the low-income, and on the other hand, they are the backbone and the stabilizer of the society. In a word, it's necessary to solve the housing problem of the"Sandwich Stratum".Firstly, on the basis of literature study and data analysis, this paper defines"Sandwich Stratum": the middle-income who neither mismatches the conditions of applying for affordable housing, nor have enough money for commercial housing and also who need the first housing improvement. And Beijing's"Sandwich Stratum"is expected to a big account which shouldn't be underestimated.Secondly, this paper, by analyzing the defined"Sandwich Stratum", found housing situation of the"Sandwich Stratum"is not optimistic: they are faced with the problems like: high housing payment, long commute, and bad housing conditions. Their housing burdens are heavy, which cause the diminished quality of life. More specifically, they have to use half of their disposable income to pay off mortgages, to meet to the basic living, whose medical care spending and education expenditure has been greatly reduced. The"Sandwich Stratum"doesn't only have to endure the rising rent quarterly or annually, but have to negotiate with intermediary or landlord from time to time. And the indemnificatory housing, especially the affordable housing, whose coverage has gradually reduced to only the middle-income group; meanwhile, house prices are rising in the housing market, and developers only build the high unit costs and large housing for high-income group, and growing rental prices in rental market, finally form triple pressure which causes the"Sandwich Stratum".Thirdly, based on the Beijing housing development status and the analysis of the typical case both at home and abroad, this paper puts forward the countermeasures to solve the"Sandwich Stratum"housing problem. First, exit mechanism and price concession mechanism for price-limit housing should be improved, and the enter & exit mechanism of public rental housing construction can draw lessons from Chongqing's"lenient entry, stringent exit"policy and enclosed operation mode;Then give financial support in the housing market at all levels, and vigorously develop public rental housing. Finally, the government must intervene moderately and guide housing consumption concept for the inhabitants.
