The highway economical belt formation is one kind of concrete manifestation of the highway social and economic benefit. The performance of highway influence to the region space development is a spot-axis pattern, which means the access region is the first region receiving the direct influence of highway. The access region usually becomes the active region of development; in the actual construction and the developing process, the highway often brings both positive and negative influence to the access region. Therefore, carrying on the plan and guidance to the land utilization and layout of the access region before its development appears especially essential.This article emphasizes the plan and research to access region cannot be limited to the highway access region itself, but should embark from the macroscopic analysis, and follow the three-step research route. Firstly, we should refer to the domestic and foreign development practice to carry on the judgment of the development phase of the highway economical belt which the access region locates in. Secondly, we must carry on the localization of the role of the access region in its highway economical belt. In the foundation of these two steps analysis and research, we could carry on the plan and research of the land utilization the industrial layout, aimed at the access region.This article points out the reason why the highway access region has different land utilization types mainly lies in two aspects: the objective reason and the influence mechanism to the access region from the highway. And the highway affects the land utilization of access region through the industry layout and development. Then it summarizes and proposes five kinds of different types of the land utilization of highway access region, and carries on the elaboration to respective development mechanism.In the principle of promoting the area overall social economy level and the efficiency, rationally guiding the development content and controlling the total development quantity, and preventing the land utilization from disorderly spreading, the article proposed eight concrete strategies of the land utilization and the industrial layout plan for highway access region.In the structure, the paper first carries on the summary to the domestic and foreign correlation theories and the experience, proposes when carrying on the concrete plan work we must seek experience model under the coordinated condition. Next, it analyzes the reason why different highway access region appears different types of land utilization, and proposes five kinds of different land utilization types and interprets respective development mechanism. Once more, it carries on the concrete elaboration to the strategy of the access region land utilization and the industrial layout. Then, this article, taking the highway access region industry development analysis of Wuqing district, Tianjin as an example, explained the concrete plan and analysis mentality and method in reality. Finally, this article makes a conclusion and makes the forecast of next step of research and direction to the correlation topic research.
