Through highway crossing urban is often encountered problems during the urban development. The through highway and city always repeated cycle:surrounded-moved out-surrounded, which is particularly prominent in plain cities. The through highway's reformed will not only affect the urban traffic organization, but also lead to land use changes besides the way. In the period of rapid urbanization, China is speeding up through highway 's reformed frequency enhancement and multi-mode, which affect the reconstruction of traffic organization, optimization of land use structure and adjustment of land layout. The oblique through highway as a special type of through highway's reformed, have not received the attention it merited.The paper choose oblique through high way in plain cities as the study object, summary the patterns and characteristics. The study take Longyuan Street in Zhucheng, Xinxing Street in Changyi, Shian Road in Gaomi in Shandong Province as example; analysis the evolution of traffic organization, land use structure and land use layout of different patterns of through highway's reformed; summary law of the land-use evolution and point out traffic countermeasures and land development strategy, to providing guidance for the oblique through high's reformed and land development of it in future.First, previous studies on the through high way and the relationship between urban transportation and land use in china and overseas countries were reviewed to provide theoretical basis and breakthrough for the dissertation.Second, on the basis of taking spot investigation of plain cities such as Gaomi, Zhucheng, Changyi, Shouguang, Zhoucun, Xindian, Juye, Jiaxiang, summed up the Characteristics of square grid road system in plain city, oblique through highway and land use of it. to identify oblique through highway and square grid road system conflicts, and conclude the three modes of oblique through highway's reformed.Third, take Zhucheng Longyuan Street, Changyi Xinxing Street, Gaomi Shian Road for example, reference the urban master planning, compared land use before and after reconstruction. Study traffic organization, land use structure and land layout'transformation of different modes of through highway's reformed.Finally, in traffic organization, the the main road and the inferior main road reformed from oblique through highway, proposed the solutions of retain the main and reconstruction the local; the branch way reformed from oblique through highway, proposed the solutions of reconstruction the main and retain the local. In land development, the land on both sides of the main road proposed the strategies of strengthen the integrated of land development and transport co-ordination, emphasis on mixed land use and take planning of virgin land; the land on both sides of the inferior main road proposed the strategies of strengthen the commercial planning of road, forming the characteristic commercial street, raise the level of supporting public facilities and enhance the intensity of land use; the land on both sides of the branch way proposed the strategies of speed up the land structure adjustment, improve the branch way network, promote infrastructure construction and strengthen the land integration.
