The trend of world economic globalization and localization, the development of information technology, the more and more changeable market environment, the strong dependence of the enterprises on strategy and the accelerating :how to get resource, how to reduce cost and improve efficiency and how to obtain competitive dominance. A review to the development process of the modem management shows that with general acknowledgement to the double-win philosophy, the interest of the enterprises and the theoretical world in the purchase and provision chain has beening rowing. It was the responsibility of the managers to select purchase and provision chain as their research subject so as to look into and improve the weak points in management.With SBMCC as its background, the article takes provision chain as its main clue, based on the JIT procurement, centralized procurement, decentralized procurement and purchasing management mode of four procurement,And it introduces the concept of ERP and management ideas, and the current application of ERP, background of purchasing and supply management, purchasing and management status. With the development and expansion of MCCBTS, the existing purchasing management model can not keep pace with it any more. It thus raises an important problem of how to improve the existing model in question and adjust it to the strategy of sustainable development. According to the analysis of the characteristics of different types of material selection, It determines the scope of purchasing. Through the analysis of the supplier management, It further expounds based on supply chain management mode of purchasing pattern choice. The characteristic reaches the union company and purchasing current situation specifically for problem gives corresponding solving a problem.
