With the popularity of 4G and mobile Internet,traditional business showed a trend of decline in telecom industry,the personal mobile communication market is saturated,various telecom operators are actively transformation,seek new development area.Jiangsu mobile as early as the telecom industry restructuring in 2008 made the important strategic decision of enterprise transformation,facing the province vigorously develop ICT business group enterprise customer market,at present,the ICT business has become one of Jiangsu mobile focus on the development of business.Jiangsu mobile of the vast majority of ICT projects require equipment services outside,usually purchasing expenditure will occupy more than 60%of the project contracts,and the purchasing of ICT,to the project schedule,cost,quality,service level,such as supplier management will play a very important role,will directly affect the ICT development,implementation and benefits of the project,even relates to the future development of the company.Jiangsu mobile,therefore,should be to promote ICT procurement to strategic management,by strengthening the ICT purchasing management,improving the ICT business core competitiveness.Based on ICT procurement management status quo of Jiangsu mobile is carried on the thorough analysis,it is concluded that the existing main problems are:ICT procurement cost is high,the lack of incomplete procurement strategy,supplier management,procurement organization structure is simple,poor internal collaborative,procurement system is imperfect,lack of specification of pre-sale type selection,procurement efficiency low impact the construction period,the purchase management informationization level is not high,and less attention to ICT purchasing and procurement personnel,etc.To solve the problem above,company and improve the ICT purchasing management level,the author through the study and application of relevant theoretical knowledge of procurement management,combined with the company's actual situation,proposed the first for fitting the development of Jiangsu mobile ICT business procurement management strategy:(1)In the procurement strategy,put forward according to the specific circumstances to purchasing project unpacking,in after subdividing project purchasing products and services,based on the supply procurement classification positioning model,and according to the different characteristics of products,the implementation of the corresponding purchasing strategy and supplier relationships.(2)In perfect supplier management strategy,according to the actual need,further expanding the scope of the partner professional,by supplier selection model,the introduction of high quality suppliers,and through the supplier classification two-dimensional model,the implementation of the supplier evaluation,evaluation,classification,the final analysis from the point of view of supplier management based on purchasing attractive model itself and the importance of procurement requirements of the supplier,to make more perfect supplier management counterarmeasure,finally established in Jiangsu mobile ICT strategic sourcing supplier management concept.After confirmed the ICT business procurement management strategy,the article also will through organizational structure optimization,improve the purchasing system,process optimization and other specific measures to ensure the implementation of the company's procurement management strategy,so as to effectively improve the purchasing management of Jiangsu mobile ICT service level.
