Lean production and globalization are the two major trends of the development of the supply chain. Although the two trends have brought tremendous benefits to the companies and supply chains which advocate the ideas of lean production and globalization. But more and more people and companies are finding that such well-designed supply chain systems in significant benefits to the enterprise, but also brought great negative effects. We have witnessed many companies suffering the great disruptions because of the strikes by extreme climates and public conflictions. Companies are quite clear that even the operation systems are well prepared; they still can not be fully immune to nature disasters, operation accidents and man-made disasters. Enterprises and researchers have realized that the disruption management are quite helpful in the modern world.However, the researches on disruption management in supply chain and are too scarce. The managers can not find a proper theory to provide the guidelines when facing real situations. But the experiences told us:when disaster happens, first of most, the manager needs to take quick responses to recover the business to normal situation, and the capacity disrupting management is the kernel. For this, the article focuses on the capacity fast recovery.In this paper, the response strategy of the supply chain after the outbreak of the emergency are researched, and the cost to defend the emergency have been analyses. Meanwhile, a mathematical model was established and have been quantitative analysis by computer programs.This paper is divided into four parts including six chapters. Each part's content is as follows:Part 1 includes the introduction Chapter 1 and Chapter 2 Literature Review. Introduction mainly described the background and the structure and innovation of this study. Literature review described both domestic and international aspects Existing theory from the emergency supply chain management and network optimization.Part 2 includes Chapter 3, emergency rapid recovery theory. This part sort out and summarize the basic concept of emergencies by qualitative analysis. The theoretical foundation of the model of the network optimization has been prepared.Part 3 includes Chapter 4, emergency rapid recovery model by network optimization, and Chapter 5, model examples and the results research. This part is the main part of this article. Chapter 4 mainly extracts the appropriate elements and establishes the corresponding model by fast recovery theory. Chapter 5 researches two examples of the model by the program written by net-flow algorithm with dynamic programming. Part 4, the sixth chapter, summarized the paper and discussed the research directions. The innovation of this paper can be summed up as: First, the article analysis the cost of emergency response strategies and extracts the key elements of emergency management by summarizing the actual emergency cases.Second, three dimensions include restoration costs, recovery time and recovery ability have been comprehensive considered. This model has a lot of reality value. Third, two examples have been calculated by the program written by net-flow algorithm with dynamic programming and the results have been studied. This give a lot of spark to the next stage study.
