The problem of improving the regime performance has caught attention from the governments. Regime performance finally is expressed by civil servants who exercise the public power, as one important part of the government, taxation departments must encourage the employees effectively. According to organizing effective incentive mechanism to arouse the enthusiasm of civil servants, bring their potentials to the full, improve their performances, and then improve the regime performance, that is the most important part of tax department's Human Resources Management.The traditional system of tax personnel management mainly refers to the administration management, and simply stays in the process of "personnel and affairs". The awareness of the importance of human only stays in the initial stages of human resource management, focusing on the availability of personnel, neglecting staff development. Modern tax administration of human resources management includes the management, which emphasizes the human resources with a strategic management function, looks human resources as the primary resources and more valuable than other resources. Therefore, building the encouraging mechanism of human resources is an important objective to further deepen the reform of the tax system and an important way to improve job performance in the tax system. To improve the performance of civil servants, we must carefully analyze the current status of China 's civil service to search something not good enough in them, and truly establish and improve the system of civil service performance management. In the basis, we can improve the civil service incentives of taxation departments, continuously increase the performance of civil servants, and ultimately improve regime performance.The text firstly defines the related concepts of the civil servants' incentive mechanism, then analyses the resisting problems in it and the reasons of causing these problems aiming to the present situation of the civil servants' incentive mechanism in our taxation departments, next gives some advice in bettering the civil servants' incentive mechanism of taxation departments, emphasizes basing on performance examination, focuses on people, strengthens exhibition of taxation culture and training to improve the group's quality, bettering competing and encouraging mechanism, and then improves the job performance of taxation performances.
