Engineering rubber industry has become a pillar industry in Hengshui City and one of ten characteristic industries in Hebei province. The group of Hengshui rubber industries comprises mainly twenty-five small enterprises owning ten millions fund and five large enterprises each owning hundred millions fund, which take up a half of China's engineering rubber. However, in there still exists some questions including blind competition and factors of affecting productions'quality. The government must standardize the rules of business competition and creates the better environments for enterprises development and knows the rules of the rubber industry and market operation and provides the necessary financial support for the healthy growth of the enterprises.This paper proposed four specific advises based on research results.
