With the approaching of the era of knowledge economy and economic globalization, the competition among enterprises is increasing in the same. Facing the new competition and challenge, effective management of human resources has become an important way to achieve competitive advantage, establish appropriate performance evaluation system has become the primary means to improve the level of human resource management. How to put the performance appraisal in the right position in enterprise management, how to establish the performance appraisal system which suits the enterprise, how to ensure the effective implementation of performance appraisal, has become the key way for enterprises to improve management of human data, create competitive advantage and achieve key strategic objectives.This article take Y Company as the reasearch object .There are many problems in performance appraisal in Y Company: performance appraisal is in the vague position in the management, the breakdown of performance goals is unscientific, the indicators and weights of performance sets unreasonable, the feedback of performance and effective using of assessment results are lack. These issues affect performance appraisal work of Y company to improve staff and organizational performance, achieve strategic objectives of enterprise.This article elaborate the problem along the way from discovering, analyzing to solving, by means of questionnaire and observation, based on the Y Company's needing of the establishing of performance appraisal systems to improve organizational performance and achieve sustainable business development, the article explained the principles which should follow in the processing of establishment of performance appraisal system, the foundation work should have, the article also analized how to choose the method of performance appraisal, how to design key performance indicator and how to implement it effectively, then the performance appraisal systems of Y Company has fineshed. The system has played a larger role in improving human resources management and performance management. At the same, the system can be used as reference and application in similar types of the company.
