In the economic globalization, the world trade liberalization and information network’ times, with the science and technology’ unceasing innovation and development, the variety of goods and market share are growing, customer demand is becoming more and more personality, the life cycle of products is continuously shortening, market competition between enterprise is becoming more and more fierce.In the word, the competition between the enterprises is the staff’s competition. To establish scientific, effective and fair employee performance evaluation system can play the great advantage of the human capital, fully mobilize enterprise staffs work enthusiasm and improve their ability to work and service quality to create the greatest economic interests for enterprise. Effective employee performance evaluation system has become a deciding factor for enterprise to survive in the fierce market competition.21century is the knowledge economy and talent competition’ time, effective human resource management has become the core competitiveness for the enterprises. Performance assessment is an important part in human resources management, which is a kind of feedback mechanism, it create the opportunity for employee’ communication and exchange. Because of the performance evaluation system design, implementation, and evaluation are made by people of subjectivity that, so it inevitably affected by people’s psychological and physiological activities, this makes the influence of the performance evaluation system of the science fair and questioned. The actual investigation shows that the majority of enterprise employees have low evaluation about performance evaluation system. So now how to establish and carry out the effective performance evaluation system has become an enormous challenge and problem for theory scholars and enterprise managers.This paper firstly expounds the employee performance evaluation system’ development and evolution at home and abroad, and it depth analyzed the connotation of performance appraisal, it introduces the present some main effective employee performance appraisal system, And then it briefly introduce the A company X project staffs performance and using scientific and reasonable evaluation methods to assess A company’ employee performance evaluation system, it pointed out the existing problems and areas which needs improvement. According to the performance evaluation system’ redesigned principle, it take aim at the current administration, widely used in foreign countries of the balanced score card, key performance indicators and assessment scale for the tool, with specific nature of the work, according to the enterprise performance, department performance and the performance of the employee three parts, it divides the overall into staff appraisal company. Through the layers of assessment, it will company strategic objectives and the annual target effectively decomposition to the company’s every departments and posts, to optimize human resources and organization operation system, so as to promote the company’s overall performance level rising, incentive company staff and improve the work efficiency.
