The hardware setup is unable to open the gap between enterprise with theglobal economic integration accelerating.The management level already be thekey of high efficiency enterprise. Any management work is accomplished byhuman behavior,so managemen t level of staff performance is directly related tothe lifeline of enterprise.Thus a perfect performance management system isparticularly important.There are lots of serious defects in the performancemanagement system of Harbin power。This paper determines improving thisperformance management system.Harbin power of heilongjiang electric power co., LTD is a wholly-ownedsubsidiary.It responsible power supply tasks for the Harbin and bin county,Minnesota, ShangZhi, the p5, prolong life, zhaodong six municipal (county).With electricity scale is increasing in recent years, the performance and scale ofHarbin power also got rapid ascension. But the company around30staffs losssituation has been more serious. These employees leave not only influence thecustomer satisfaction index, also a certain degree of impact to the company’sbusiness. The reason of personnel erosion is the present performance appraisalsystem not match of market development.This paper study the basic theory of performance evaluation and overviewthe basic concept of performance management and process. On this basis, thispaper investigation and analysis to the original performance evaluation system ofHarbin power by questionnaire.It is concluded that the defects of existingperformance evaluation system. This paper designed a complete performanceevaluation system combination of the balanced scorecard and KPI assessment.And detailed design performance appraisal and staff performance appraisalsystem from the balanced scorecard, the measure index, performance index.Finally this paper put forward the new performance appraisal system ofsafeguards.
