The Economic Analysis On EPR In China's Electrical And Electronic Industry

The main objection of this dissertation is to expound the dominant functionof Extended Producer Responsibility (EPR in short) in dealing with the electricaland electronic-waste problems in China, and analyze the EPR from the producer,retailer, consumer and government's points of view. Focus on the characteristicsof this dissertation, the methods that being used in the article includes: thecomparative analysis method, qualitative analysis, quantitative analysis as wellas simulation verification method.Firstly, introduce the EPR from the concept side, analyze the developedcountries'understanding on the EPR such as Europe, Japan and so on. Based onthe analysis, point out some positive factors China can absorb.Secondly, based on the conceptual analysis of developed countries EPRmodel, combined the problems that exist when EPR expanded in ZhejiangProvince and Qingdao city, the author dissert the reasons of all these problems.The sense of consumption that exists in Chinese citizens'mind, as well as theproduction scale of subsistent enterprises became the huge barriers against thecarrying out of EPR in China's electrical or electronic industries.Thirdly, analyze the EPR on the conceptual point of view. The analysisincludes the division of responsibility, the payment mechanism and pattern ofrecovery. After analyzing and comparing all kinds of ways to expand EPR,according to the situation of China, get the most suitable way to practice EPR inorder to perfect the present problems.Finally, considering that the producer or manufacture is the main factor thatinfluences the effect of EPR, create profit functions of producer and retailer, andanalyze the elements that affecting their profits. The manufacturer and retailershould choose the most suitable recovery model according to its own product and sell scale as well as the characteristics of products, to deal with the resource and environment problems.
