Waste Electrical and Electrics Equipment (WEEE) in China have kept rising during recent years, in order to decrease pollution and environmental decay, In Jan.l, 2011, the State Council signed an law into effect called the "Waste Electrical and Electrics Equipment recycling regulations" ("Regulations"). But the "Regulations" has just given no executive measure other than the EPR concept itself. For a long time, the main reason that all participants in recycling WEEE are unwilling to bear the EPR is the uneven division of the rights, it is a key step to balance all Participants while implementing the "Regulations" in EPR of WEEE, and the operating mechanism is an effective way to solve this problem.Through the literature review, by using the application of stakeholder theory, cost-benefit analysis and the theory of motivation theory and methods, we can analysis the international experience in implementation of EPR from both physical and economic aspects, by analyzing the discarded appliances in our country which is divided into home-grown and imported, the existing channels and ways of recycling, and the status of distribution rights, we can select an appropriate mode for the recycling of WEEE in China, that are recycling mode mainly by manufacturer itself and government-based processing mode, then we can analysis the rights of stakeholders carried out in the two modes, determine the specific benefits and costs of all participants, at last, constructed on this basis, we can work out different costs and benefits modes, take the derivative of transfer price and recycling prices in models, finally obtain the optimal expression of various stakeholders and system profit.The results of models show that:profit has positive correlation to per unit of product, honorary income, the subsidized prices and punishment price given by the government, the reflection of consumer to recovery prices and the amount of waste household appliances, and transfer pricing, has negative correlation to the number of initial investment, processing costs per unit of product, the cut-off point of recycling incentive amount fixed by the Government. According to the results, this paper presents some policy recommendations for the implementation of EPR of WEEE in China.
