The rural human resources development is not only to promote economic development of the rural, and the important way to improve agricultural productivity, but also the inevitable requirement of promoting the sustainable development of social and economic. The stock of the rural human resources in Guangxi poor areas is huge, the investment of human capital is less, and the overall quality is low. Therefore, how to develop the rural human resources in poor areas comprehensively and effectively, and to improve the quality in the poor rural areas, has become an extremely urgent and important proposition of the rural social economic development in poor areas. In the current economic conditions, farmers and other social economic organization couldn't develop the rural human resources; there still exist many limitations to depend on the market mechanism and social force entirely to develop the rural human resources. Therefore, it has important theoretical significance and practical significance to give full play the leading role of the local government in the rural human resources development in poor areas, which can promote the rural human resources development effectively, and promote the development of rural social economy in the poor areas. This paper, with the human capital theory and government behavior theory and enough accurate data and materials, analyzes the current situation of rural human resources and the existing problems when the Guangxi local government develop the poor areas in-depth, and on the basis of the experience of the domestic and foreign governments'rural human resources development, proposes the countermeasures and suggestions of optimizing the local government behavior of the rural human resources development in poor areas.This paper is divided into five parts. The first part is mainly to introduce the choosing background, the significance, the research situation from domestic and foreign, the thoughts and methods, may innovation points and disadvantages; The second part is mainly the definition of local government behavior related concept of the rural human resources development and expatiation of related theory; The third part is majorly experience and enlightenment of rural human resources development from domestic and foreign government; The fourth part is mainly to analyze the current situation and existing problems of local government behavior of the human resources development in the poor rural areas in Guangxi poor areas. The fifth part puts forward the countermeasures and suggestions of optimizing local government behavior of the rural human resources development in poor rural areas.
