| There generally exists circumstance of low efficiency for owner's management under thetraditional Engineering Management Model in our country. In the project management,International Partnering Model can very well achieve the project goal, reduce the disputes andthe conflicts occurred among the participating parties.On the basis of analyzing the current situation of owner's Engineering ManagementModel in our country, has studied three main problems which exist in traditional industryowner's Engineering Management Model: The contract sign and negotiations time is long;The coordination of all parties'relations are quite difficult; Three bid goals including the time,the cost and the progress etc. are difficult to control. All parties pay great attention their ownbenefit, the project claims for lots of damages , the cooperation is broken due to claim andlawsuit which is quite common, the result is that the engineering project cannot be completedsmoothly.By comparing the traditional industry owner's side Engineering Management Modelwith the Partnering Model, proposed improved owner's Engineering Management Modelbased on the Partnering Model: Unofficial Partnering Model . And proposed four key controllinks: Sets up the Unofficial Partnering Model basic idea, signs the Unofficial Partneringprotocol regulates all parties'behavior, establishes the Unofficial Partnering Model conflictsolution flow, holds the Unofficial Partnering Model conference to realize the synthesisregulation. Finally through some university athletic field actual engineering project's application,introduced this project uses the Unofficial Partnering Model to realize the owner's side tocarry out the integrated management control to the project the actual procedure and the flow,this project obtains the good achievements which had indicated the feasibility and the validityof improving our country industry owner's Engineering Management Model through theUnofficial Partnering Model. |
