Choice of project management approaches is one of the key issues in project m anagement.It changes continuously with the development of economic society. In 1980s, American firstly raises and successfully uses a new project management approach—partnering. With the gradual and further researches and application of this model, the main achievements include the performance, the CSFs (critical success factors) ,the development obstacle and other aspects.Cooperation is aproductive force.Partnering is characterized by trust,cooperation,coordination,communication and incentive in its management mechanism. Partnering model is committed to building a flexible mechanism for project management. Participation to establish common goals, mutual recognition and understanding of each other's aspirations and values; parties effective communication, coordination formation of a harmonious organization beyond the traditional boundaries of the project team. The importance of information sharing and the sharing of resources through the implementation of projects in the process of efficient allocation of risk, the interests of confrontation will develop through the establishment of cooperative mechanisms to achieve a win-win situation. Therefore, in-depth study Partnering project is preconditions of effectively applied to engineering practice of China's.This paper summarizes the past 20s years'achievements in the research of partnering in all over the world, by analyzing the basic theory of partneirng based on economy and management, it gives a conduct and operate partnering process and detailed discusses about the process of partnering application, A set of projects by which the level of implementation of the partnering model evaluation system can be used to evaluate the full implementation. On this basis, An in-depth study of the controversial system on reason, principle, the development of dynamic analysis and solutions for the successful implementation of the Partnering provide a strong guarantee. Through the characteristics of China's construction market and the application analysis of partnering model in China, a number of recommendations of partnering model are raised, by discoursing partnering cooperation perspective fully quoted in the road reconstruction project of Changtan section in the Beijing-Zhuhai freeway and analysing the form of a concrete manifestation of the highway and the results achieved in project management, it provide a basis for the case to promote the partnering model for China's construction industry.It sum up what the basic work should do that our country to promote this model.This paper aims at enriching and perfecting construction management and method.It contributes to proved scientific management method for owners, contractors, and engineering companies and to provide supportive partnering theory for government.
