Study Of Enterprise Corruption Early-warning System Based On The Prevention And Punishment System

With the development of market economy and acceleration of the reform and opening-up, as pillars in national economy, state-owned companies have experienced the complete and profound transformation. Just as many other transformations, good effects are generated by this transformation, but it is inevitable that some issues turn out. Among those issues, the corruption of many state-owned companies has been paid more and more attention by the whole society, and particularly, the corruption issues in some state-owned companies are really astonishing. The corruption of state-owned enterprises not only seriously debases standards of social conduct, but also endangers the destinies of our Party and state, and disregards the interests of the state and people. The anti-corruption struggle is increasingly rigorous in our country. In view of such situation, we are facing both urgent tasks: how to prevent and struggle against corruption effectively, and how to improve the system, mechanism and method of the construction of a clean and honest administration in state-owned companies.Since 2005, the Central Party Committee (CPC) proposed to punish and prevent corruption. Many stated-owned enterprises have also successively thrown out the policy ball of punishment and prevention mechanism and construction of anti-corruption. For the state-owned enterprises, how to really implement the spirit of the CPC, how to build a complete mechanism of punishment and prevention , how to build corruption early-warning system, to achieve coordinated development is also a problem before us. The paper discusses the outstanding problems of constructing punishment and prevention mechanism. Then this paper analyses the mechanism of corruption, put forwards the overall frame of enterprise corruption early-warning system. We establish the index system of enterprise corruption early-warning from five aspects, that is, system corruption, masses evaluation, punishment of corruption, personal probity and personal corruption. The system includes five first-level indexes and thirty second-level indexes. Finally, this paper introduces the clean and honest politics of Ningbo. In the last part counter-measures are provided for the problems existing in the clean and honest politics. We hope that through this writing can make enterprise corruptions more intuitively and more easily be found. It is also possible to enhance the foresight of anti-corruption work, and enrich the method of state-owned enterprise anti-corruption. Enterprises can healthily develop and improve their ability of against and prevent corruption.
