The value of bank is finally created through the combination of human capital and monetary capital. While compared with the monetary capital, human capital has better initiative, enthusiasm and active nature. As the pillars of China's banking sector, the monopoly of the four state-owned banks will gradually be broken in the face of the full liberalization of Chinese financial sector. Core staffs in these stated-owed banks such as middle and senior management personnel, professional and technical personnel and sales personnel, have flowed into foreign banks in droves. At the same time, many new emerging domestic joint-stock commercial banks and city commercial banks started to compete with the state-owned banks for talents by their high-quality products and unique management practices. For banks, losing talents does not only mean the transfer of their skills, but also implies the transfer of high-quality customers, which are closely related with these talents. Therefore, the effective prevention and control of the core staff demission have become strong guarantee of the steady operating and enhancing core competitiveness of state-owned commercial banks.Based on staff demission models and theory of early-warning management, the thesis starts with the status of core staff demission in state-owned commercial bank, conducted a detailed analysis to the motivation and symptoms of core staff demission. On the basis of the analysis,the model of pre-warning indicator system of core staff demission is proposed. Then determine the value of early warning indicators and warning period which combined with data and expert opinion. Based on the establishing of an early warning indicator system, the state-owned commercial banks build core staff warning mechanism, which is based on organizational preparation, routine monitoring, identification diagnosis, early warning output, warning response and feedback to amend these six steps for early warning management of workflow. Finally, the article also pointed out the institutional building measures to help the state-owned commercial banks in a fundamental way to put the risks and losses taken by the core staff losing.The innovation of this paper, early-warning management is penetrated into the whole human resources management process. The author hopes to provide a viable ideas and programs. Then screening refined the combination of qualitative indicators and quantitative indicators of early warning indicators for core staffs. While the evaluation of a single indicator based on the combination of multi-target fuzzy comprehensive evaluation to achieve the full range of early warning assessment purposes. Aiming at state-owned commercial banks to establish early warning mechanism for the control of core staff, so as to operate at the lowest cost to receive the maximum benefits, thus help them to establish a good talent flow mechanism to enhance their core competitiveness.
