In 2009, our government has reformed fertilizer distribution system in order to reduce the burden on farmers . The important measure that has been taken is to release the entry limitations of fertilizer operators. It has brought a big challenge to some traditional enterprises of chemical fertilizers. In this case, the only way for fertilizer enterprises is to adjust strategy and enhance their enterprise capacity. In 2010, Arthur Yeung has put forward a famous model of enterprise capacity which be accepted deeply by many entrepreneurs because of its strong operability .This paper has reviewed the relevant representative theories on enterprise capacity, Then, based on the enterprise capacity model of Arthur Yeung,has built the enterprise capacity for the FSD company.The enterprise capacity proposed by Arthur Yeung is composed of three pillars, staff capacity, staff thinking and self-governance. Down the logic line of the three pillars, this paper has found proper tools gradually to build the staff capacity, the ideal mode of staff thinking and staff self-governance of FSD. From the overall construction, as an empirical study.Specific analysis methods adopted in this research are literature reviews, focus group interviews, KPI ,questionnaires and observation.In China, SMEs occupies the majority, but most agricultural commercial enterprises are lack of understanding of the enterprise capacity. Through the research of the company's management practices of FSD, this paper is aimed to provide a method to analys and solve problems for nitrogen fertilizer industry. The creativity of this paper is the application of the organizational capability to fertilizer distribution companies for the first time, and helps the enterprise to enhance competitiveness, laying the foundation for the new strategy. It also provides reference for the growing of other companies.
