Research On The Evaluation Index System Of National Innovative Enterprise

Innovation is the soul of a nation's progress and an inexhaustible motive force for national prosperity. The same can be see in enterprises, because Innovation is the key to enhancing competitiveness, which is the source of sustainable development of enterprises, as well. In January 2006, the National Science and Technology conference explicitly made a strategic objectives to join into innovative country's in the year 2020.In the same year of July, Ministry of Science, SASAC and ACFTU (as below called "the three departments") jointly launched the innovative enterprise pilot work to increase support for independent innovation, and guide enterprises to take the road of innovation and development, which actively training with independent intellectual property rights, well-known brands and continued innovation innovative companies and build an innovative country to provide strong support. Until the end of 2009, China has carried out three batches of innovative enterprises pilot, established 469 innovative pilot enterprises and identified 202 innovative companies. Meanwhile, most provinces have been introduced to implement the program, carrying out innovative enterprise pilot work. However, in addition to the provinces of Heilongjiang and Jiangsu, the city of Beijing, the other provinces basically follow the national standard. As a result, it leads a serious lack of research. on the current evaluation index system of innovative companies.As the youngest and the only one municipality in the west part of china, Chongqing has occupied an important strategic position in the pattern f regional development in the country. Since the country launches the innovative enterprises pilot, Chongqing has organized 17 companies reporting pilot. However, there are only 7 enterprises successfully approved to be national innovative, 6 being national innovative pilot enterprises. In fact, the declaration of the national pilot of the many innovative enterprises in Chongqing enterprises have a clear innovation strategy, innovation management, unique model and culture, with independent intellectual property rights, well-known brands, the core technology or the industry leading technology, competition in the market and sustainable development capacity of enterprises. This indicates that the development of innovative enterprises in Chongqing is not lagging behind the country, but the lack of Chongqing innovative companies assess their own standards. In August 2009, requested by the State Council to accelerate the construction of Chongqing, "Yangtze River's technology innovation center and a research industrial base strategic positioning, launched by Science and Technology Community, eight departments of Chongqing jointly set up technical Innovation Project to propose foster 50 innovative enterprises in 2010. so, to establish the innovative enterprises in Chongqing evaluation index system is badly needed to solve the problem.Basing on the study of evaluation of in China and theoretical results and the advanced experience of foreign practice, making comprehensive evaluation and assessment of the current index system, through qualitative and quantitative analysis, this article builds science nature standard index system. In the last, it takes Chongqing as an example for empirical analysis and targets suggestions for the evaluation of innovative enterprises in Chongqing to provide theoretical support and decision-making.
