Research On The Optimization Of The Classified Assessment Index System Of State-owned Enterprises

Establishing the performance appraisal system for state-owned enterprises(SOE)is an important guarantee for the government to fulfill the duties of investors,strengthen the management of assets,but also realize the preservation and even appreciation of it.In August 2015,Beijing has issued the Guiding Opinions on Deepening the Reform of SOE(Opinions),in which SOE were classified into Type II commercial enterprises and social enterprises.What's more,in order to improve the pertinence of reform,the effectiveness of supervision,the science of evaluation,and organically integrated the economic and social benefits,that policy definitely required SOE to carry out the classified supervision,classified responsibility and classified assessment,which opened a prelude to explore the classification and assessment of SOE.From the regulators' perspective,this paper takes “classified assessment” as the main guiding ideology,by summing up the experience of Wuhan SASAC,to analyze the existing problems and put forward optimization strategies,eventually,to promote the development of classification reform in the whole state-owned enterprises.The paper mainly discusses the following aspects:The first aspect explain the necessity for SOE to construct an assessment system focusing on classified index.Before Opinions were promulgated by the CPC Central Committee and the State Council,the SASAC in all regions have always used a single system to assess.It is the “one size fits all” approach that leads to the lack of external pressure and internal driving force for SOE's development,and becomes the crucial factor restricting the improvement of business performance and core competitiveness.At present,classification reforms have been carried out,but problems still exist,and Wuhan is no exception.Therefore,it is necessary to do a monographic study on classification assessment of SOE.And the construction of assessment system based on classified index is the first step.The status quo and existing problems of SOE assessment in Wuhan will be analyzed next.Currently,there are two ways of assessment,one is to assess the performance of the person in charge of the enterprise,and the other is to assess the comprehensive performance of the funded enterprise.Although focuses,manners,and purposes are different,they are all important.Based on the idea of “classified assessment”,the Wuhan SASAC has made a good work in the formulation of indicators for business performance appraisal,however,some problems still exist in comprehensive performance appraisal,such as “One size fits all”,indicators are set repeatedly and unreasonably.At last,based on the problems in comprehensive performance appraisal of Wuhan,the commercial Type II will be taken as an example to optimize the current assessment system.Moreover,the paper adopts the cluster analysis and renaturation-related methods to increase or decrease indicators,and proposes a more suitable index system.Exception that,the analytic hierarchy process(AHP)will also be used to correct the scoring weights of basic and classified indicators.In the index selection part,the data mainly come from the final accounts submitted by 14 Type II commercial SOE to SASAC in the past two years.As for the establishment of index weight,the data used by AHP to build the judgment matrix are derived from the scores of 24 experts in the questionnaire.On the basis of quantitative analysis model,commercial Type II characteristics and the actual operation in recent years,an index assessment system is constructed,four basic and revised indicators of profitability,asset quality,debt risk,and business growth are screened as well.Then the weight of new index system is established and the EVA element is also incorporated,so that the new system will be more in line with the performance appraisal of the Type II commercial enterprises.In this paper,the method of establishing the assessment index and its weight classification is generally applicable to most classified SOE,which enables regulators to conduct more reasonable and targeted assessments.
