Study On The Trust Mechanism Of Rural Land Circulation

The State encourages the circulation of rural land contracted management rights in various forms, and promotes moderate scale management of agriculture. However, the existing forms of rural land transfer have inherent defects in China, the overall scale of rural land transfer is too small to adapt to the needs of the moderate scale management of agriculture. To establish a more perfectly, more scientific and reasonable rural land contracting and management rights transfer mechanism, a new round innovation of transfer mechanism is quite necessary. The trust of land contract management rights transfer is the extension and innovation for land transfer mechanism, and it is worth popularizing circulation pattern. It is of great significance for the land contracting and management rights transfer system in China.The paper summarizes the relevant research literature on the circulation of rural land, rural land trust system, and briefly analyzes the relevant theoretical basis and legal basis of the rural land trust transfer. Then, this paper focuses on the practice of contracted management right of rural land trust circulation of Sha County, Fujian Province, starts with the analysis of the reason of rural land circulation, combines with the survey data of local statistics, to study the evolution process of Sha County circulation of rural land trust, the main measures taken and the results achieved, and in-depth analysis of the factors affecting land trust circulation. Practice has proved that the right of land contractual management trust transfer mechanism established in Sha County, effectively solves the problem of poor mechanisms, activates the rural land resources, promotes the development of modern agriculture, and broadens the channels for peasants to increase income. However, the existing land trust mechanism in the operating process also has some external restraining factors:first, financial policy, countries need to improve; second, risk security mechanism of agriculture-related is not yet perfect; third, financial support for agriculture is not enough. Land trust transfer mechanism is inseparable from the support of public policy.Finally, on the basis of domestic and foreign rural land trust practice experience, the paper puts forward three suggestions:first, improve and perfect the safeguard mechanism; second, improve and perfect risk security mechanism; third, innovate financial mechanisms to support agriculture. This paper is to provide some references for Sha County of Fujian and even China’s rural land contracted management right circulation mechanism innovation of theory and practice research through further improving the external mechanism.
