"Three Rural"is China's basic economic and social problems. solving the"Three Rural"issue is to increase the incomes of farmers,and one of the most effective measures to increase incomes of the migrant workers is to promote the effective flow of them. This paper regards the flow of migrant workers as the research object in Jingning County, Gansu Province.
