A Research Into Strategy Of Science And Technology Popularizing Program-In Reference To Experimental Experience Of Prospering Village By Science And Technology

In the 1990's there was a turning point for agriculture and economy in the rural area. Aimed at the reality of agriculture, the rural area and the farmers in China and supported by China Agriculture Association, the program of prospering village by science and technology was launched with village as a unit. Through many years' practice it has made some achievement and many successful modes have appeared. After striding into the 21^st century, when agriculture has developed very quickly, the adjustment of agricultural structure, the raise of incomes and more employment, a hand in globalization and the realization of continued development have become the main target of the agricultural development. Confronted with the challenge and opportunity, the settlement of all the problems should depend on development, which, in turn, should rely on science and technology. Therefore, the program of popularizing science and technology was put forward in Oct.2004 by China Agriculture Ministry. Through scientific renovation, its contribution to agriculture has improved so as to push forward the agricultural modernization.Firstly, the thesis makes an all-round summary of the strategy and gives the detailed description in its historical background, purposes, content, target and complementation, etc. it also summarizes and analyzes the successful experience and points out the existing problems. Secondly, by connecting the past experimental experience with the program, it makes a contrast between the two their different programs. In addition, it summarizes and analyzes their similarities and differences in such aspects as the complementation, guidance, target, measures, etc. After the study, the agricultural development will be remarkably regarded as the breakthrough and the centre, which is another cultivation of prospering the village by science and technology. Starting from the village, the smallest unit, the two programs will push forward science and technology in science, which are interacting. Thirdly, on the basis of its above-mentioned study, the specific measures are raised how to put the deal well the program into practice, its characteristics is: 1) continuity. Enhance the continual development of legal establishment and management;construct and accomplish service system of prospering village by science and technology;open its evaluation: set up the view that education is the basis;improve the workers' quality;strengthen protecting measures. 2)Coordination.
