With economic globalization and integration process of European Union, EU increases its member states to 28, expands labor market to a large-scale, and promotes labor mobility across the union, leading to the different social security benefit among the member states for migrant workers. When a worker transfers from one state to another, he has a requirement for transferring his social security relationship and benefits as well. However, the great difference among social security policies of member states gives rise to the welfare shortage of migrant workers. European Union promulgates Regulations EEC No.1408/72 symbolizing the establishment of social security coordination for migrant workers of European Union.It is from the perspective of the constraint by the diversity of social security structure of EU members that this paper begins to study. The author mainly analyzes the coordinative rules of EEC No.1408/71, including compatibility, non-discrimination, single state, accumulation and output with Endowment Insurance as an example. This paper deeply explores that the motivation of the EU coordination mechanism is the pursuit for single market by capitalist economy and elaborates the relation between EU single market and inner demands of the commercialization of capitalism, and between reconstitution of welfare system and single market. On one side, the formation of EU social security coordination mechanism benefits from the free labor movement of European and the development of single market, on the other side, a series of social policies of EU on some degree, spurs the improvement of European labor market and the European integration process.The author put forward three suggestions for the transferring and continuing of Chinese flowing employees. We should put more emphasis on coordination than harmonization, and enhance the cooperation among different regions on social security rights of migrant workers. Sectional calculation and benefit output rules can be used on operation to bring convenience to the transfer and continue of social security relationship. Besides, the establishment of Chinese social security coordination mechanism is closely related to the labor market development. The relation between the two should be taken into account when formulating policies to realize effective interaction between labor market and social security policies.
