The existence of the policy rent is the motive of the past 10 years high speed development for the H&T zones. With the new macro-regulation putting the emphasis on the restraining the examine and approve system and the standarding the government function, the H&T zones is faced with a serious situations of the lose of the policy favor,which will make the H&T zones confront the powerfull pressure of the miss of the sustainable development. The most important task for the H&T zones is the fostering theirselves'sustainable development motive. With the Knowledge Economic coming in, the human resource will be the first resource in 21 century. The human resource competitiveness will be the motive power for the China H&T zones to achieve the sustainable development, be the mutual competition core for the H&T zones.This paper first studies the H&T zones'huaman resource copetitiveness connotation,characterstics,and set up its micro-macro realization mechanism,then construct a synthetic evaluation indicatior system for the H&T zones'huaman resource competitiveness,following the analysis,the indistinct synthetic evaluation method is adopted to appraise the internal 10 typical state H&T zones'huaman resource competitiveness,find out the total and sort place in a competition;Finally, do a detailed analysis on the xi'an H&T zone huaman resource competitiveness, point out its advantages and disadvantages, and put forward some corresponding improving messures for it .
