Study On The Problems And Countermeasures Of Basic Level Agricultural Extension System In Yantai City

As a strong city of both industry and agriculture in the east of Shandong Byland, the agricultural extension system in Yantai City was among the better ones in China, which resulted in quickly rural and agricultural development. But with the deeper of market economy, there appear a lot of serious challenges in the basic agricultural extension system, which is the same with other regions in China. So, study the questions of the basic agricultural extension system in Yantai, give out the development direction and countermeasures, and look out the suitable basic agricultural extension system in Yantai are most important.The thesis described the results of the study on agricultural extension system in Yantai City of Shandong Province and mainly analyzed the status, problems and trends of development of agricultural extension system in Yantai City. The results showed that the extension organizations set up within administration area could not meet the needs of agricultural development in regional based and lack of operational mechanism of motivation and responsibility in market orientation; the structure of knowledge, specialty structure and age structure of extension staff were not rational in terms of farmers needs although the staff qualification have been improved and the total number of staff have been reduced according to the requirement. In financial support, the financial support mainly from government and the amount of funds was various from year to year. The funds shortage was the mainly problem of basic agricultural extension system, 78% of their funds have to rely on their own income generation activities for support of extension activities. That increased the conflict between income generation activities and other extension activities. The extension workers have different views on agricultural extension reform because their own position. And most of farmers have high expectation on government agricultural extension organizations, although the services from the extension staff could not meet farmers' needs.
