The advantages of virtual enterprise have been affirmed by both academia and business circles since 90s'in 20 century when the conception was raised. Especially, nowadays quickly response has become the key essentials of business competition. Virtual Enterprises are spreading all over the world at an incredible speed, and have been considered the primary organization structure in the future.Firstly, the development status of virtual enterprises in China was analyzed in this article. According to the analysis of the examples and reasons, lacking of executive ability was pointed out to be the most important reason, which induced the failures of current virtual enterprises.Secondly, a factors system was brought up, which included 7 primary influencing factors and 30 subordinate factors. These factors could promote the executive abilities of virtual enterprises in China. Meanwhile the evaluation method of estimation matrix and fuzzy matrix had been used to confirm the weightiness of each factor with the data collected by the ordinary and expert questionnaires. So an integrated index system of executive ability of virtual enterprise was constructed.At the last part of this article, four aspects of countermeasures were brought forward to promote the executive ability of virtual enterprise including selecting partners, definitizing the function of each member, founding a kind of faith mechanism and establishing equitable distribution of profits. Especially the"profits distribution", as the key factor, had been dissertated by modeling in order to advance the quantifiability and maneuverability of the solutions.
