With the introduction of a new rural policy of socialisms, the"three agricultural"problems have been extensively concerned in the various circles of society. It has become the main field of interest and research in various areas to improve peasants'income and the living conditions, as well as to go out from the predicament in agricultural production. Since 1990s, the total population of Zhuozi County takes on a negative growth, because the scale of the agricultural population flows out significantly. In order to find out the reasons why the agricultural population flow out and to take corresponding countermeasures which could develop the economy, based on investigation and practice, my paper makes the quantitative analysis of agricultural production and finds the main factors that influence agricultural production through the way of grey relation. Compared with calorie consumption and the levels of working outside, I establish two-evaluation index on the basis of ACOD (used for agriculture) and TCOD (used for industry) for the analysis and evaluation of appropriate population in Zhuozi County. The main points are obtained as follows.(1) Zhuozi county corresponding population takes on the trends of fluctuatingly increase. From 1990 to 1996, always lower than 1, ACOD brings the poverty character to Zhuzi population. From 1996 to 2003, more than 1, ACOD brings the character that people can dress warmly and eat their fill. TCOD value, lower than 1, proves that agricultural output cannot satisfy the needs of rich lives for peasants in Zhuzi.
