Since the reform and opening up, with the form of ownership of the means of production gradually diversified distribution,the income of urban and rural residents has also diversified. With the sustained and stable economic growth in our region, the overall income levels of urban and rural residents continued to improve and consumption levels, but at the same time, the gap between urban and rural residents has been further expanded. The gap of urban and rural residents is a worldwide universal fact, the whole process of industrialization will accompany this phenomenon. Urban and rural income disparities, the allocation of resources through market economic operation in the long process automatically be overcome, but the market economy of a single personal behavior, can make such uncontrolled expansion of a stable, and may make special long duration of this process. Therefore, the defect of market mechanism determines the utmost importance of the government acts choices; the government's behavior in a large extent determines the timetable of the income gap between urban and rural residents reduction or expansion. Through government acts to stabilize the income gap between rural and urban areas, most of the countries in the process of industrialization are the common behavior choices. Without gradually widened the gap between urban and rural control not only affects their living standards improve, thereby affecting social stability, the entire national economy will also have a negative impact.
