Income gap problem is always a focused issue of people. According to theinternational experience, when the wealth of a country or local community accumulatesinto a certain level, that is, when the per capita gross national product reaches1000to3000dollars, various social contradictions may break out focally. Among them, thecontradiction triggered by unfair income distribution is the sharpest and fiercest one inmost cases. With the continuous development and progress of Chinese economic society,while the overall income level of residents in Inner Mongolia Autonomous Regionincreases constantly, the income gap between urban and rural residents is alsoexpanding endlessly. If this situation is not controlled, the stable development of InnerMongolia Autonomous Region will be affected inevitably. Therefore, this papercompares the income gap between the urban residents in the general county level andthe rural residents in Inner Mongolia Autonomous Region, conducts comprehensiveinvestigation and analysis on the income gap between urban and rural residents in thisregion, and proposes countermeasures for the expanding income gap.This paper is composed by five chapters. The first chapter puts forward thetheoretical basis for regulating income gap, conducts comprehensive research on therelevant literatures on income gap at home and abroad, and proposes the research routes,main contents and predicted innovation points of this paper.The second chapter mainly studies the income gap status of urban and ruralresidents in Inner Mongolia Autonomous Region. This chapter describes the status ofexpanding income gap between urban and rural residents in Inner MongoliaAutonomous Region, the status of expanding income gap in different industries and thestatus of expanding income gap in different areas in Inner Mongolia AutonomousRegion. It then summarizes and abstracts the four stages of income gap changes inurban and rural areas of Inner Mongolia Autonomous Region, compares the income gapin urban and rural areas of Inner Mongolia Autonomous Region with the one in thenational urban and rural regions, and finds the slightly different changing trendsbetween them.The third chapter conducts statistics description on the income gap between urbanand rural residents in Inner Mongolia Autonomous Region, compares and analyzes it with the situations in the central, eastern and western China, and mainly comparativelystudies the income gap status of urban and rural residents in Inner MongoliaAutonomous Region and in other provinces. It is found that the income of its urbanresidents and the income of Inner Mongolia Autonomous Region are lower than thenational level.However, the average income of its rural residents is much lower than theaverage national level. Therefore, the income gap between urban and rural residents inInner Mongolia Autonomous Region is relatively large.The fourth chapter analyzes the influencing factors for the income gap betweenurban and rural areas in Inner Mongolia Autonomous Region. Through comparing thestatistics data on the disposable income of urban residents and the average pure incomeof rural residents in Inner Mongolia Autonomous Region for years, four main stages ofincome gap variations between urban and rural residents in Inner MongoliaAutonomous Region can roughly be concluded. Furthermore, it analyzes the reasons forthe expanding income gap between urban and rural residents in Inner MongoliaAutonomous Region: firstly, the dual household registration system limits thereasonable flow of human resources; secondly, the “shortage” of public productsprovided by the government; thirdly, justice is neglected in the re-distribution process;fourthly, the low production level and slow increment in agriculture industry.Finally, through analyzing the reasons fir expanding income gap in urban and ruralresidents of Inner Mongolia Autonomous Region, this paper puts forward the measuresto narrow the income gap in Inner Mongolia Autonomous Region, deepen politicalsystem reformation, promote urban and rural integration, and prefect the processingsystem for public resources. In addition, it also proposes to break industrial monopoly,regulate relevant policies, complete social security system and basic public servicesystem, prefect income distribution policies, and enhance distribution regulating forceso as to narrow the income gap in Inner Mongolia Autonomous Region.
