For a long time, the Gini’s coefficient is widely used by national scholars in analyzingthe income gap problem.But because of the Gini’s coefficient takes cross-sectional data forthe material, it can only reflect the distribution of income "uniform" and differences indegree, can’t reflect the extent of changes in income distribution. The introduction oftime-series, from the perspective of the flow of income distribution can contribute to anoverall understanding of the income distribution gap between the causes, consequences andthe corresponding social effects.This article first made a systematic introduction to the theory of income mobility asthe theoretical basis of this study, and then analyzed the nearly Decade’s urban residentsincome distribution of nationwide and Inner Mongolia from the Gini’s coefficientperspective, found that similar to the situation of the nation, for nearly a decade, InnerMongolia urban residents’ Gini’s coefficient grew year after year, urban residents’ incomegap was widening trend. sHowever, the Gini’s coefficient has its limitations, can’t reflect one region or onesocial’s income distribution for certain period of time completely true. In order to have amore comprehensive understanding for this ten years’ income distribution of InnerMongolia urban residents. This article followed made a deeper review to this problem fromthe perspective of income liquidity. And found that compared with the national average,the income gap of Inner Mongolia urban residents is also has a widening trend, but theincome of residents in various sector and in various regions all have significant flows; theincome of residents obviously flow upward mobility, income distribution in the Paretoimprove stage.Finally, by the preceding analysis concluded that: From the Gini’s coefficientperspective, the Inner Mongolia urban income gap grows larger year after year, but fromthe dynamic point of view, the residents’ income mobility fast, the income gap situation isstill optimistic; Inner Mongolia urban residents income flows upward. And then give someadvice to Inner Mongolia urban to improvement the income distribution situation andmaintaining a reasonable flow of income, such as accelerating economic development toimprove residents’ overall income levels, continue to maintain a reasonable level of incomemobility.
