Income distribution system is a fundamental and basic system of economic and social development. The realization the judicial justice of income distribution not only is the core value of the public management, but also a basic requirement of socialism with Chinese characteristics. In December1978, the strategic decision of reform and opening up was proposed in the Third Plenary Session of the11th Central Committee of the Communist Party of China (CPC), after the next thirty years, the national economy received fast development. In2012, China’s overall GNP was RMB51894.2billion, with11.5percent of the world’s economic output, China has the world’s second largest economy after the United States. With the rapid development of economy, China paid high attention to income distribution reformation, from "the rich leads the poor","giving consideration to both efficiency and fairness" to "more attention paid to fairness", our party has raised the issue of income distribution time and again at some great conferences, which marked our party took personal income distribution justice as clear signals of strengthening social development.. Nevertheless, in the face of success, everyone is waking up to China has transformed from a country of income equitable distribution in the beginning of reform and open (China’s Gini coefficient is0.18in1978) to a country of income inequitable distribution(China’s Gini coefficient is0.474in2012, and China’s Gini coefficient greater than the cordon of0.4in the last decade), which marked income distribution of1978also had problems. The income distribution, especially urban-rural income gap has played an important role in our national economic development and social stability, which caused extensive concern of the academic circles. For the Inner Mongolia Autonomous Region, during the thirty years of reform and opening-up, the absolute income gap between urban and rural having more than90times, the relatively gap from2.30:1expanded to2.96:1, the urban-rural income gap obviously presents the trend of widening.The income gap not only takes away the incentive of some labors to produce, but also impedes the nation’s economic growth, which tends to have an adverse effect on social stability. The Inner Mongolia autonomous region as the border area of minority nationality is the main grain-producing and the live stock product area in China. Therefore, this paper analyzed the current situation, the reason and the tendency of the urban-rural income gap of the Inner Mongolia, which possesses important theory sense and practical meaning for policy-making department.This paper has researched on the urban-rural income gap of the Inner Mongolia by data-collection methods, documentation analysis and statistical analysis and quoted lots of data and graphs to reflect the current situation and the tendency of the urban-rural income gap of the Inner Mongolia. Natural geographical factors, the development velocity gap of industry and agriculture, macro tax regulation factors, the weak government support for agriculture and education and employment social security, which can be contributed to the main reasons of the urban-rural income gap of the Inner Mongolia. Some closing the gap countermeasures were suggested according to the reason, countermeasures included improving macro tax regulation in order to eliminate the residency gap, creating a fair competition environment by anti-corruption, weakening the urban-rural dual structure by speeding up urbanization, increasing support for agriculture by investing funds, improving social security system and increasing input to education and employment and so on.
