Property Right Reform Of Rural Credit Cooperative In China

During the early nineteen-fifteenth, rural credit cooperatives had been officially established in our country. It is an important section of Chinese financial system, the main force of rural finance and the financial bond with general farmers. As rural credit cooperative develops and socialist market economy matures, the long-pending problems become more and more exposed, and so are the contradictions that are hard to overcome by the cooperatives themselves. In order to resolve these contradictions, we must carry on the property right system reform to the rural credit cooperative, and establish the reasonable property right system so that we could rationally dispose resources and facilitate the rapid development of rural credit cooperative.This paper, in the light of the factors that lead to the defeat of the reform, analyzed the present situation of rural credit cooperative property right as well as the existing questions on the basis of absorbing domestic and foreign research achievements, and has drawn the main conclusion: the concrete plan of property right reform of rural credit cooperative.First, with regard to the developments in different areas, we should choose the appropriate property right pattern realistically on principle of diversifying shareholding structure and sources of investment. For example, it is suggested to adopt joint-stock system in economically advanced areas, joint venture system in under-developed areas, and joint stock cooperative system in most others.Next, when implement the property reform, the most important link is to reset shareholding rights structure and clarify property right, especially funds provided by shareholders. Furthermore, on the foundation of this link we must pay attention to quantifying accumulated property right, carrying out golden share policy, solving questions left over by history and so on.Finally, this paper proposed three necessary measures in order to guarantee the property right reform.
