Firstly,the author reviews the development of public goods theory, clarifies the category of public goods,the premise for its market-oriented process and the effect on the government's relative function. This part also reaches the principals on the pricing of the public goods. Secondly, author defines the solid waste management and analyses its public goods character develops a further study on the possibility that make it provided by private .The fellow-up analysis pictures the solid waste management status of some developed countries , reviews the domestic situation of the solid waste collection,transportation and treatment,points out the weakness of the current solid waste management system in china.The author analyses the necessity feasibility and key points for the market-oriented process of solid waste management based on the content above. This part also reaches the adjustment of government's function--separate the supervision-serve function and the operation function.The thesis focuses on how to promote the solid waste management operation to the market. A solid waste management company is designed to responsible for the operation function,the design includes the establishment mode of the company and it's subsidiaries on the business link of collection,transportation and treatment.Furthermore,the author pictures the operation mode of such company and it's subsidiaries then evaluates different mode. The tariff study is a key point of this part. The last part of the thesis is a case study the author reviews and develops the reform design of Urumqi municipality urban solid waste management system provides a design on the organizational structure of Urumqi Solid Waste Management Company.
