The so-called urbanization means that the transfer of rural population from the villages to the towns and cities, the collection of second and tertiary industries in the towns and cities, the increasing of the towns and cities' volume and the growing of the urban population size. It accompanied by towns and cities' material and production patterns and lifestyles diffusing into the villages, countryside-traditional agricultural civilization changing into the modern industrial civilization. It is a natural, social and historical process. This paper first summarizes the six stages of Heilongjiang province's urbanization development, and refers to a large number of statistical data as a basis for objective analysis, scientific summation. The urbanization process of Heilongjiang province exists many problems, such as virtual urbanization rate, the level of urbanization laging industrialization, urban infrastructure construction backward, small-scale of the small towns, unreasonable layout and so on. All these problems will ultimately lead to a same consequence that the slow transfer of rural surplus labor. And the transfer of rural surplus labor have negative impacts in the growth of province's domestic demand, agricultural development, rural industrial development and rural human resource development directly, thereby constraining the province's overall economic development. In order to solve these problems, promote the development of the province's urbanization and transfer the rural surplus labor effectively, We should begin at the macro level from the three industries. First, promote the development of agricultural modernization to liberate more rural surplus labor from agriculture .Second, promote the development of industries and the tertiary industry, the purpose of which is to enhance towns and cities' capacity of absorbing surplus labour, ultimately achieve effective transfer of rural surplus...
