The Research On The Problem Of Rural Surplus Labor Transfer In The Process Of Urbanization In Jiangsu Province

More than30years from reform and opening-up, the economic and social development inJiangsu province have made remarkable achievements. But in the stable growth of economy atthe same time, the contradiction of internal economic gradually appears, leading to the growthof social contradictions, especially in the widening gap between urban and rural income,environment, social welfare. Urbanization which is a social phenomenon of the massive ruralpopulation transferring to towns and cities is an inevitable trend of modern civilizationdevelopment. China is a big agricultural country, with nearly900million rural populations.Jiangsu province as a big population province in our country is rich in labor resources.Although the Jiangsu province government and related departments have taken variousmeasures to promote the transfer of rural surplus labor force in recent years, increasinglyprominent problems of the rural surplus labor transfer in Jiangsu province has not yet reachedthe ideal effect, influencing the process of urbanization in the province. The problem ofJiangsu rural surplus labor is serious both from the absolute number or the relative quantity.Transfer of rural surplus labor in Jiangsu province is important issues which affect socialstability and economic development. It is also an inevitable difficult problem in real life.Orderly transfer of rural surplus labor is an effective form to save social costs, and to explorethe influence factors of rural surplus labor transfer, help to encourage the rational flow oftransfer and provide some useful theory and empirical evidence. Current situation is thatJiangsu province has a large number of surplus rural labor forces, but the advantage did notplay out. At the same time, Jiangsu rural also didn’t get due development. The income gapbetween urban and rural is widening, if letting it grow, not only drag on Jiangsu in the future development of the economy, and affects the harmonious development of Jiangsu. Therefore,based on the current situation, adjusting measures to local conditions and studying theproblems of the rural surplus labor in Jiangsu province is important. The research of ruralsurplus labor transfer in Jiangsu province not only has important theoretical significance, butalso has realistic and historical significance.This paper will be divided into six parts about the rural surplus labor transfer in theurbanization process in Jiangsu province. Paper introduction is about the research backgroundand significance, domestic and foreign research review, research content and method,innovation points and deficiencies. First of all, from the perspective of the related conceptsabout the urbanization, the rural labor force, transfer of rural surplus labor, we discuss thetheoretical foundation of urbanization and rural surplus labor transfer. The second partintroduces the present situation and the development process of urbanization and the ruralsurplus labor transfer in Jiangsu, the following part is positive significance of urbanization forpromoting the rural surplus labor transfer. The third part mainly analyzes the problems in theprocess of urbanization and transferring rural surplus labor in Jiangsu province, and analyzesthe cause of these problems. The forth part is the policy recommendations section, accordingto the questions in the previous chapter. This part puts forward the corresponding policyrecommendations, thereby increasing farmers’ income, promoting the construction of newrural and harmonious society, also giving experience to similar region in our country. Paperreview is about the final conclusion of the text, and aims at putting forward the hope of furtherdiscussion of the deficiencies.
