Recent years, the telecommunication enterprises have experienced consistent decline of ARPU, accompanied by a limited progress in revenue earning compared with an enormous enlargement in subscribers rising. In addition, the severe competition in telecom sector would be further complicated following the granting of 3G licenses, which would simultaneously lead to a new settlement of the telecom market structure. Under this situation, the local networks, where the regional telecom enterprises (RTEs) exist, function as the bottleneck and the focus of contest among the operators. The competition competence of RTEs represents actual effectiveness of the group companies, and the service quality of which is what the group company relied heavily on to confront valorously with the competition from both home and abroad. This thesis puts forward a thorough analysis on the competitive competence of RTEs, as well as the establishment of RTEs' competitive competence evaluation system, in hope of making contributions on the promotion of RTEs' competence and the prosperity of telecom industry in China.This thesis concentrates on the RTEs, and subjects to the enterprise competitive competence research, integrated both theoretical and practical ways of research method. First, this thesis mainly adopts the Potter's competitive advantage theory, with the help of other outstanding researches making on Chinese telecom sector, to normally analyze the current performance of RTEs, and puts forward the competitive competence theory of RTEs.
