A Study On Income Gap Between Urban And Rural Residents In Anhui Province

The focus of Agriculture,Countryside and Farmer question is the farmer question. Anhui as a big agriculture province .About 75% population lives in the countryside, During the reform and open policy until now, the income disparity between rural and urban residents widen extremely serious. So how to develop agricultural production, increase farmers'income and reduce the disparity between the urban and rural seems very important in Anhui Province. On the fundamental of rural and urban overall plan development theory and the agriculture economy theory, this paper study on the income disparity between urban and rural inhabitant in Anhui Province by adopting the methods of normative analysis and positive analysis as well as the quantitative analysis and qualitative analysis .Based on the analysis, finding the influential factor of income gap between rural and urban inhabitant. Establishing mathematical economical models to test them .In the end, proposed some suggesting to increase farmers'income and minimize the income gap between rural and urban inhabitantsFirstly, this paper has reviewed the relevant research theories about income gap between urban and rural residents both at home and abroad, under the guidance of these theories , compare and analyze income gap between urban and rural residents in Anhui Province. Chose the data of the state about income gap between urban and rural residents in Anhui Province from 1978 to 2004, using cluster's analytic and comparative analytic method to compare the income gap between urban and rural residents in Anhui Province, the whole country and other provinces of middle areas, demonstrate the income gap between urban and rural residents in Anhui Province are higher than the similar level.Secondly ,further looking for the reason that influence income gap change between urban and rural residents, probing into the influential factor that change income gap between urban and rural residents from respects such as economic development , system reform, economic policy , the level of urbanization, the change of industrial structure. Further subdivide, can analyze the disparity from unbalanced development of industry and agriculture, the insufficient potential growth of non-agricultural industry in the countryside, the different order about the economic system reform in urban and rural areas, the non- harmonious price adjustment in urban and rural areas, the unreasonable government financial policy, the unfair tax policy, the insufficiently agricultural government support and protection , the level of urbanization, the change of three output value of industry and employee proportion.Furthermore, establishing mathematical model to confirm the qualitative analysis. According to the actual situation of Anhui Province, selecting comparative labor productivity between rural and urban labors , growth rate of per capital gdp, level of urbanization, ratio of industry , structure of employment , ratio of synthetic price of agricultural products to that of industrial products , the ratio of agriculture financial supporting etc. Analyze the degree of influence to the income disparity by these factors and the relationship between these factors and the increasing income disparity. The result reveals that one has the positive relationship with the increasing income gap .They were growth rate of per capital gdp ,ratio of industry; The other has the negative relationship with the increasing income gap. They were the relative productivity between rural and urban labors, level of urbanization, structure of employment , the ratio of agricultural financial supporting .The conclusion is identical with qualitative analysis.Finally, this text proposed some policies to regulate the income disparity between urban and rural residents. They were these following suggestions: Speeding up the urbanized advancement and developing the speed of the small cities construction to reduce the income disparity between urban and rural residents; Developing region economy and promoting rural enterprise relatively centralize to cities; Reforming household register system, eliminates the urban and rural barrier to promote the countryside surplus labor shift to the cities department. Enlarging the agricultural investment in multi- positions and channels to increase the farmer's income ; Strengthening farmers'training in order to enhances farmers'competitive ability; Adjusting and optimizing agriculture structure to realize agricultural industry and scale economy.
