Reason Analysis And Study On Responding Policy Of The Regional Disparity Between Wan And Su&Zhe Province

It is objective fact that the east and west area in China exists the regional disparity. Such an unbalanced framework has become a serious threat to China's overall economic development. However, regional disparity results with much problems. But the main display gathers up five aspect. Firstly, non-state economic development in west area obviously falls behind east area. Secondly, industrial structure in west area falls behind east area. Thirdly, the factor of the production even more centralizes to flow east area. Fourthly, the marketization index in east area is higher than west area. Fifthly, capability of technological innovation in east area is higher than west area. It is a result of the influnce of various internal and external factors, among with some are objective and some are subjective. Objective requests in transition economy, the influnce of institutional environment ,the cost of system transition to marketization index, the influnce of natural resources and geographic conditions to industrial structure form objective reason. The influnce of policy slant to the factor of production and the influnce of restriction of unoffcial system to marketization index form subjective reason.In the fact there exists great regional economic disparities between Anhui province and Jiangshu & Zhejiang province. This paper analyzes these disparities in the aspects of the growth of GDP, income difference, rural economic difference, investment structure and perfect market degree between Anhui province and Jiangshu & Zhejiang province. At the same time, it manifests two-side effects of regional economic disparities. What's more, it enterprises the causes of the economic disparities which include institution, policy, resource and ideas. So it is necessary to take the corresponding measures to reduce the regional disparitiesThere are seven chapters in this paper. The first chapter introduces some regional economy theories. The second chapter describes regional economic disparities between Anhui province and Jiangshu,Zhejiang province by means of date and forms. The growth of GDP, the structure of industry, income difference, rural economic difference and perfect market degree all can show the regional economic disparities. The third chapter analyzes the causes of the regional economic disparities, such as institutional difference, policy difference, resource difference etc. The fouth chapter points out two-side effects of regional economic disparities. In the last chapter it puts forward some suggestions in order to help resolve this problem, for example, we should make transfer payment perfect, and also we should somewhat change people's ideas.
