With the advancing of information technology, the globalization of the economy and the rapid changing of market environment, the external environment of enterprises become complicated, strange, frequent, unpredictable, which makes enterprises face many serious challenges. To adapt these challenges, enterprises must maintain the flexibility of management so that it can face high competitive pressure and uncertainty at any time. And the human resources are the key to organize and maintain the competitive advantages. It is the priority problems of the enterprises that how to maintain the flexibility of human resources so that enterprises can achieve efficiency maximization and lost minimization.At present, many enterprises are more or less taking some flexible measures, such as the flatlization and compactnization of organization in the structure, and streamlining strategy in the use of human resources outsourcing and the use of temporary staff, in material equipment leasing temporary mechanical equipment. Enterprises, which strengthen its competitive advantages from flexible strategy, often cover different forms of flexibility.
