| Bidding(Tendering) is the most direct method to participate the international competition. As China's entry into the World Trade Organization( WTO), China is integrating with the world economics, trade barriers between countries are cleared, more and more international competition shall be judged through Bidding. So, Bidding shall be an important role in the international competition.International bidding of mechanic and electrical products in our country dated from the biding system of importing of mechanic and electrical products in 1985, which is an important harvest in the reform of the system of importing management. Developing for about 20 years, the bidding of mechanic and electrical products has become a flawless system and come to fruition. With the entrance into WTO, the system of international trading is facing tremendous change. Under the new situation, it becomes an important task to study how to consummate the system of bidding of mechanic and electrical products according to the promise we made when entering WTO.In this paper we study the concept, theory, mechanism and evaluation of bidding from both microscopic and macroscopic point of view. We analyze the mechanism of biding of mechanic and electrical products, comparing the efficiency of the first-price sealed-biding and the second-price-sealed bidding, coming to a conclusion that the second-price-sealed bidding excels the first-price-sealed biding. Then we analyze the mechanism of motivation in bidding agency, pointing out expenditure motivating is important if the cooperation is one-off, considering the reputation, the agency has motivity to work hard even if the bidder haven't motivation mechanism. In the fifth part of this paper, we introduce the methods of bidding evaluation, bring foreword a new method—grey relation entropy to bidding evaluation, using it in a real case. At last we propose some suggestions in the reform of international bidding of mechanic and electrical products. |
