| Forest is of economic, ecological and spiritual value at the same time, it is the most important ecosystem on the land. It's necessary to guarantee the sustainable development of the forest reserves. To realize this strategic objective, it requires a reasonable institution as well as technology. This demands to improve the existing legal system. Droit is the most crucial and essential content in legal system .So, it's significant for the sustainable development of the forest reserves to launch research on the droits of forest reserves systematically.In the past, people regarded forest as economic resource, so only realized the law of rights over forest reserves. After the sustainable development goal of forest is proposed, more and more scholars began to discuss how to revise and improve the existing law of rights over forest reserves in order to promote the realization of the goal, but the result is not satisfying, because the facilitation of the law of rights over things to forest sustainable development is indirect and trustless. People's environmental right is a kind of new-type right, which is directly facilitating the forest sustainable development. Forest is the main carrier of people's environmental right. Form this, we can deduce the concept of people's environmental right that based on forest reserves. So, the realization of the goal of forest sustainable development depends on the resultant force, which formed by combining people's environmental right based on forest reserves organically with the law of rights over forest reserves.This article includes three parts. The first part, the article tries to construct a brand-new forest reserves right system, which comprised by people's environmental rights based on forest reserves, the law of rights over forest reserves and procedural rights; The second part of this article is to analyze the right system form different side. Finally, this article put forward some suggestions on how to improve the right system of forest reserves. |
