| As deepen of the world trade liberalization, tariff and number restrict trade protection measures have gradually exited the history arena. Technical barriers to trade (TBT) depends on its legal advantages, appears in the international trade area frequently. Validity, rationality and substantially protecting make the TBT become a pet of every country and become prevalent in the world quickly. In such background, it is an urgent affair to correctly distinguish TBT and its economic effects to import and export countries. Duality is a main character of TBT, therefore, correctly understand and analyze such duality has huge theoretical and realism meaning.The thesis begins with the summarization of research actuality in and abroad the country, and elicits the necessity and importance of researching in duality of TBT. In the analysis of TBT, the thesis using gradually deepen expanding methods. Firstly, we analyses it from the angle of notion and specific rules. Then, we researched its dual effects to import and export countries by international economic analysis facility and divide its effects into long term and short term. Further more, we give up the traditional notion and bring up that TBT has active effects to export courtiers and has negative effects to import countries. Thirdly, we set up a micro welfare model and deduce the duality of TBT to import and export countries. Of course, just theory is not enough, the thesis also gives many county's practice data to prove it. After the analysis of duality, the thesis exhibits our county's TBT problem and gives so many countermeasures.The thesis is just a try of whole analysis with the duality of TBT, therefore, there perhaps exists so many hypothesis and conditions that are fall short of the practice and exists a large number of conclusions that cannot be explained. The penman just wants to call more scholars to get into this research from the thesis, so that we can really and fully acquaintance with TBT. |
