Effects On Sichuan Export Trade By Foreign Technical Barriers To Trade And Countermeasure Research

Along with the deepening of economic globalization and trade liberalization, major changes occurred in the form and means of international trade competition. Tariff barriers and traditional non-tariff barriers were gradually weakened, and technical barriers to trade had been widely used in the new trade protectionism. After China’s accession to the WTO, accompanied by rapid economic expansion and the rise of foreign economic trade, the export products had encountered a growing number of technical barriers to trade, thus technical barriers to trade friction had become the main content of China’s foreign trade friction.After the global financial crisis, many countries especially the developed countries, in order to maintain and to seize the market, and to maintain domestic economic interests, have issued strict laws and regulations, technical standards and health quarantine measures, In order to maintain and seize the market, and to defend the economic dominance, by using their economic and technological advantages, the developed countries and some developing countries raised the quality standard and technical requirements of imported products, and market access threshold was raised as well. The technical level of China generally lagged behind that of developed countries, so did the general standard of its domestic enterprises, thus Chinese enterprises often have a certain gap to the western ones. They were fettered and restricted; meanwhile, it was too difficult for them to bring their competitive advantage into a full play to be in a very disadvantageous position. At present, China’s merchandise exports encountered technical barriers to trade, which had been involved in the whole process from the products’ performance, safety and quality standards to product procurement, production, packing, transportation, and sales; even some standards and regulations were maliciously designed for a particular product of China. Therefore, in recent years, domestic scholars paid great attention to technical barriers to trade.Take Sichuan Province as an example, the exports in2012rose more than the national average of27.5percentage points and its rapid development of foreign economic and trade represented the advanced level of the western region, which can be summarized as "distinct growth leads the west". Meanwhile, due to the lack of a complete system of technical regulations, the lagging of standardization work, and the lack of consolidated and coordinating protection system of trade, the foreign economic and trade in Sichuan Province suffered a huge impact and challenges from technical barriers to trade. In view of this, the author held that the government should strengthen management, establish an effective warning system and quality standard system, and make full use of the special provisions; from the aspect of enterprises, they should update the ideas, strengthen the ability of technical innovation, and take modern international marketing mode; from the aspect of the whole industry, it should strengthen self-discipline, and establish a strategic alliance and a good communication and cooperation platform. Based on the three aspects mentioned above, the study on Sichuan Province’s ways of breaking through technical barriers had a great practical significance, for it can provide valuable reference for other western provinces to deal with technical barriers to trade.This paper consisted of five parts, the first part introduced the research background, domestic and foreign references, the significance, research purpose, ideas, methods and the frame and content arrangement; in the second part, the theories of technical barriers to trade were summarized, and the technical barriers to trade system in major developed and developing countries were listed, aiming at deep understanding of technical barriers to trade theory; the third part analyzed the present situation of the development of export trade and economy in Sichuan Province, and summarized the TBT’s overall influence on Sichuan export and the reasons. At the same time, through the analysis of two cases, the successful extraction of technical barriers to trade experience was gained; in the fourth part, based on the cases analysis, the author maintained that we should make full use of the opportunity for development of Sichuan Province’s export trade, accelerate the response system’s establishment of the technology barriers to trade; from the three different aspects of the government, enterprises and industry, measures were pointed out; in the last part, the conclusion of this paper was given.
