Research Of The Cluster Development Phase Of Electronic Information Industry In Qingdao

In recent years, with its unique external economical effect, innovation and spread effect and regional brand effect, industry cluster attracts the attention of all countries' scholars and public policy makers. It not only promotes economy growth of the region, but also strengthens the key competitiveness of this area. Thus, some countries' local governments have turned its focus from industrial policy to cluster policy. Despite of this, most governments still know little about the mechanism of industrial clusters growing because cluster growing theories are not perfect and are not spread widely. Many local governments in china are in this rank, they either didn't know how to deal with a growing industrial cluster. This paper analyses the development phase of industrial clusters, and summarizes the characteristic at each phase and appearing problems, then opens out the general rule of clusters development, thus offers the theoretical direction and analysis frame for the fact that the local government makes industrial clusters strategy and realizes the durative development of clusters.With the intense international competition increasingly and economic globalization trend, many countries speed up the step of electronic information industry. Information industry has been the basic industry of developed countries throughout the world economy, and become the motive power of national economy and the base of strengthening the nation capability. If a country and region has not been reach in information industry, a high-speed economy isn't being.
