Chongqing Economic Zone Study Electronic Information Industry Cluster Competitiveness

As one of the fastest growing industry in our country, Electronic informationindustry has now been a pillar industry in our country. In2009, Electronic informationindustry was listed as an important strategic emerging industry in our country, and in2011, the Chengdu-Chongqing Economic Zone regional planning has made theChengdu-Chongqing Economic Zone a new growth pole of China’s economicdevelopment. The planning describes the modern industry system inChengdu-Chongqing Economic Zone’s development detailedly. As one of the industry,the electronic information industry has been developed obviously and rapidly in recentyears. The scale of electronic information industry has been growing, and the capabilityof investment promotion has been constantly enhance.In this paper, firstly, the industry cluster and electronic information industry clustertheory was simply discussed, and the meaning of industry cluster,the meaning andmodel of industry cluster competitiveness and the relative theory of electronicinformation industry cluster were analysed. Then current situation of electronicinformation industry cluster in Chengdu-Chongqing Economic Zone was analysed,which was described in industrial space layout, The industrial development scale,foundation and characteristics. Then the development mode of Chengdu-ChongqingEconomic Zone is analyzed and make a conclusion that it should base on the Chengdu’shistorical sense and Chongqing’s innovation.In the part of the empirical analysis of the competitive situation, this paper buildsthe index evaluation system which divided into nine competitiveness level: the scale,the learning ability, the innovation ability, the investment and financing, the benefit, theculture, the international development, the infrastructure development, the market.Thencalculating the nine aspects of competitive value using analytic hierarchy process (AHP)and entropy value method. And comparing and analyzing the development and thepower of electronic information industry cluster in chengdu-chongqing economic zonewith the other three big gap. The empirical analysis shows that the competition abilityof Chengdu-Chongqing Economic Zone has been increased year by year, but there aresome gaps between Chengdu-Chongqing Economic Zone and the other three regions,especially in especially in the scale, the learning, the innovation, the investment andfinancing, the infrastructure development, the international competitiveness. After that,the article listed some problems in the Chengdu-Chongqing Economic Zone: theout-of-balance in the intra-regional, the shortage of industry scale advantage, the insufficient industry innovation ability, the low effect of main item enterprises and theunreasonable talent structure level existed.In the last part of this paper, the electronic information industry cluster inBangalore and Silicon Valley was analyzed to find out the mature experience inelectronic information industry cluster development. Finally, according to the formeranalyzing results, the article put forward countermeasures and suggestions forChengdu-Chongqing Economic Zone’s electronic information industry cluster:to fullyplay the guiding role of the government department; to strengthen the exchanges andcooperation of regional enterprises and to promote the formation of the regionalnetwork; to play the role of regional radiation and make full use of the demandfactors;to built local brand revealing chengdu-chongqing culture;to perfect talenttraining mechanism and strengthen the integration of communication; to perfectrelevant auxiliary industry development and promote the construction of supportingfacilities; to improve the relevant laws and regulations and standardize the industrystandard.
