According to the theory of human capital, accumulation and disposition of human capital are not completed by one time, it is a cycling process. Disposition is based on the amount of accumulation. At present, to speed up the non-agriculturalization of peasant without farmland who has poor education level is an effective way to get rid of poverty and increase family income, while a suitable choice of re-disposition pattern is the key point of it. This paper takes the suburb areas of Chengdu as the examples, at the angle of human capital, examines the process of human capital's re-disposition for peasant without farmland from agricultural to non-agricultural industry which is permeated with consideration of costs and returns.In brief, under the framework of human capital's accumulation and disposition, this thesis applies the neo-institutional economical-analysis measure of costs-returns to analyze the choice of re-disposition pattern for peasants without farmland. It get the conclusion that the re-disposition pattern for peasant must be chosen by taking into consideration their internal factors. For those special people who are semiliterate, the informal employment pattern is crucial for solving the problem of low living standard and alleviating the pressure of employment also.
