The state-owned banks of China refer to Industrial and Commercial Bank of China (ICBC), Agricultural Bank of China (ABC), Bank of China (BOC) and China Construction Bank (CCB). At present, these four state-owned banks have absorbed and offered most of all deposits and loans. For a quiet a long time, they have taken on very different function from commercial banks in developed countries. They have maintained the country economy vitals and economy safety. And have very important status during the developing of our country. But as the system and market background changing, the problems of efficiency and motivation of state-owned banks are now more and more evidently. How to improve the efficiency and motivation of state-owned banks is now an attracting subject.From the history of state-owned banks, we can find that from their building to now, they have very deep system background. That system background mainly referred to the monopoly status of state-owned banks in our banking system. In that background, the state-owned banks hadn't any risk of deal in. And the only risk of the state-owned banks is whether achieved the guideline of the leader. At the same time, as the monopoly status derives from authority power, so in the state-owned banks, for a long time, the system condition is bureaucracy.This system was designed for the planned economy, and it is now not a motivate system for market economy.
