The financial system is in an administrative system important constituent, but the administrative system must conform to the economic system requirement. Therefore, talks about the financial system, cannot simple "on the wealth political comment finance", but must put the finance to the administrative system overall overhead construction in and the union corresponding economic society develops needs to come to carry on the comprehensive survey. The central city economical development has the vigor extremely, the economic society is in the fast reforming process, this needs the central city correspondingly to carry on the administrative system, the financial system innovation, by meets the central city rapid needs.By the positive analysis of economic construction, administrative system and financial relationship of the central city——Dalian, this paper pointed out the systematic restricting factors of the development of Chinese central cities and drew the conclusion of proper tendency between the administrative system of central cities and the financial relationship of center towns and suburb districts or counties. The author made a discussion from the following three aspects:In the first part, the definition, developing trend and innovative administrative system were given. From the meaning of central cities as well as the effect of administrative system on central cities as the starting points, the metropolitan-oriented developing trend of central cities was analyzed, and the objective necessity of innovation for municipal planning and management system of central cities was pointed out, too.In the second part, the positive analysis of municipal administrative system of Dalian was made.
